Mosaicking two raster dem into a new raster

Projecting the mosaicked dem into to parcel coordinate systems

Reclassify the projected raster into areas of less then 4.9m and More than 4.9m. They are classified as 0 and 1 respectively. Tabulate area to give summary of each class.

Convert raster to polygon and intersect and finally

Select by attribute each county and create a layer, go to Maximim_gridcode field for each and calculate summary. The results will be number of properties at risk and not at risk in the two counties.
