1. Abstract

The aim of the current research study was to evaluate the effectiveness of international migration program of Northern territory Australia in response to its issue of population growth. The purpose of the study was to identify the overall benefits of the migration program for the social and economic growth of the economy. The data was collected from the present literature from the topic and the tool of thematic analysis was adopted in order to understand the patterns of the data and find answers to the research questions of the study. The findings of the study indicate that the amendments in the migration program will help in filling the skill shortage gap in the society thereby increasing productivity and economic growth of Australia.

2. Introduction

Many projects have been initiated by the government of Commonwealth. The aim of the projects is to build a big nation in order to effectively fund the basic services and infrastructure that are required by the Australians (Prime Minister of Australia, n.d.). One of those projects adopted by the government is the adoption of sustainable immigration policies in order to manage the population growth of the economy (Australian Government, n.d.). These immigration policies are well responsible and targeted in order to efficiently achieve its aim.   The purpose of the policy adoption of is to make Australian economy a liveable place not just for the present generation but for the coming generations as well (Australia’s Local Government Association, n.d.).  First measure taken by the Australian government in order to control the growth of the population in the economy the government has decided to reduce migration program ceiling in order to promote migration to Australia. 

The purpose of reduction of the migration program ceiling is to increase the inflow of highly skilled people in the economy in order to manage the offsets created by the high presence of aged population (Kinnear & Charters, 2014). Through the means of immigration policy the government will be able to attract high skilled people to the economy which will help the employers of the existing companies to meet the changing technological needs.  Therefore, it can be stated that the migration program led by the Australian economy is in line with the increased globalization in the economy (Australia’s Local Government Association, n.d.).  The step has been put into place in order to fulfil the future skill requirement at the regional level of the economy. The dispersal of the international students in the capital cities will help the economy in its infrastructure planning and in order to ensure that the population growth of the economy is effectively managed.  According to the government through adoption of such strategies it will become easier for the economy to manage the burden of the population growth. Also, in this way the economy will be using its population in order to ensure continued growth of the economy (Australia’s Local Government Association, n.d.). 

Statement of Purpose

The present study will evaluate the benefits of the amendments in the migration program for the Northern Territory Australia and will also evaluate how the amendments done are fit for the existing issues in the Northern Territory Australia.

Therefore, the objectives of the current study will be to:

• Identify the current issues related to population growth in Northern Australia.

• To evaluate the effectiveness of the made amendments in Migration policy for solving the issues of Northern Australia.

• To identify the overall benefits of the migration program for the Northern Territory Australia

 3. Literature Review  

The current migration policy with the reduced migration ceiling will lead to string cohesion and increased investments in the economy which will help in accommodating growth of Australia. The responsibility of developing the framework regarding jurisdictions input for the new migration settings was of The Treasure Forum (Australian Government, n.d.). The first meeting of Treasure Forum took place in the year 2019 in order to do planning regarding the population management for fulfilling the future skill requirement and to also achieve the COAG agenda of the Australian economy (Akbari & MacDonald, 2014). According to the committee of    COAG agenda  the amendments in the migration policy will help the economy in leading to culturally rich society and will also help the economy in achieving a sustained per capita growth of the Australian economy (Liberal, n.d.). In order to address every need of its states and territories, the commonwealth government of the economy is ensuring that the amendments in the program lead to the benefit of all its states and territories. In order to address the issues of Northern Territory Australia the government has signed an agreement named Designated Area Migration Agreement in order to increase the access to overseas workers to fill the existing employment gaps in the economy (Australian Government, n.d.). 

According to the study conducted Hawthorne (2016), the migration has always been significant factor behind growth of the Australian economy. The migration has lead to the transfer of high skilled employees and workforce to the economy which has helped in making both economic and social contribution. The new and diverse workforce in the economy has bought several cultures and languages to the economy making it a multicultural economy (Hawthorne, 2016). According to the study conducted by presence of youth workforce in an economy helps an economy in increasing its pace in innovation which further helps the economy in increasing its productivity and growth. However, the findings also indicate that this increase in the highly skilled migrants have also increased pressure on the infrastructure and resources available with the economy (Australia’s Local Government Association, n.d.). The findings indicate that in the long run the highly skilled employees will use the opportunities available in the Australian economy and fill the existing resource gap of the economy thereby facilitating growth.                                                                

4. Methods

Research methodology is an important component of research proposal because it elaborates on the tools and techniques that will be adopted in order to find the answers to the research questions of the study. The main objective of the present literature is to identify the benefits and estimate the effectiveness of migration program of northern territory Australia. In order to fulfil the objective, secondary qualitative data will be collected from the Commonwealth reports, Australian government reports and journal articles in order to evaluate the effectiveness against issues and benefits of the migration program for the Northern Territory of Australia. 

Research Methods

In this current research study descriptive research approach will be utilized in order to do in depth analysis of the research topic along with finding broad meanings to the research objectives of the present study. Along with inductive research approach will be used in order to move from specific topic to broad understanding and complete analysis of the migration program of Northern Territory Australia (Wilson & Raymer, 2017). 

Data analysis tool

Data will be collected from Commonwealth reports, Australian government reports and journal articles for the period 2017-2019 in order to ensure that the data used for the analysis is reliable enough in order to make any conclusion regarding the effectiveness of the International Migration policy with special consideration to the Northern Territory Australia. 

Technique of Thematic Analysis will be adopted in order to effectively analyze the collected secondary qualitative data. The technique will help in finding out the different meanings from the data collected and will also help in finding out the patterns existing in the current literature. Themes will be formed on the basis of research objectives.

5. Results

The results of the thematic analysis on the basis of present literature review will help in finding the advantages of Migration Program and the effectiveness of the program for the issues related to population growth in Northern territory Australia. The findings of the literature review indicate that:

The current issues related to population growth in Northern Australia

The permanent migration to the Australian economy has been reduced over the past years which have significantly increased the proportion of old aged people in the overall population of the economy (Hawthorne, 2016). Therefore, it became extremely important for the policy makers to make amendments in the migration program in order to attract young skilled workforce to the economy. The issues of skills and labour shortages can be easily fulfilled by the young migrants to the Australian economy (Australia’s Local Government Association, n.d.). The increase of old age population in Australia is posing significant pressures on the infrastructure and natural resources of the economy, the employers in the economy deal with skill shortages among the present workforce which makes the employees unsuitable for the changing requirements of the job roles in globalized economy. The reduction in the overall productivity of the organizations hampers the economic growth of Australia (Australian Government, n.d.). 

The effectiveness of the made amendments in Migration policy for solving the issues of Northern Australia

The government’s program encourages the migrants with good language skills because these people tend to contribute significantly to the growth of the economy. These people have the capability to become an effective part of the Australian labour and have responded well to the skill shortages in the economy (Kinnear & Charters, 2014). The findings reveal that along with permanent migrants temporary migrants also contribute to the economic growth of Australia. Therefore, in order to ensure that the person who is migrating to Australia is suitable for the Australian labour market, stricter labour market testing and language testing has been done in order to help the employers in conducting stringent eligibility criteria. This updated criterion helps in ensuring that the person who will be migrating to Australian economy has command over English language and is ready to work in the new working environment (Australia’s Local Government Association, n.d.). The changes in the migration program have been implemented after assessing future skill requirements in the regions of Australia and decisions have been made in consideration to creating greater opportunities of population planning and priority of infrastructure planning for the economy (Australian Government, n.d.). 

The overall benefits of the migration program for the Northern Territory Australia

The migration program of Northern Territory Australia will help in ensuring that the employers have access to the required skills in order to conduct their operations effectively and ensure their profitability (Kinnear & Charters, 2014). The resulting greater productivity will surely leave a social and economical dividend for the overall economy. The made amendments in the migration policy offers significant opportunity for the Australian economy to generate economic benefits from the increased migration to the economy and management of the existing growing population in Australia (Australia’s Local Government Association, n.d.). The increasing population growth generates pressure on the existing infrastructure and resources of the economy. Thereby, young skilled workforces can help in generating benefits in the globalized economy and help the employers in adapting to the new working requirements and changing job roles in the organizations (Australian Government, n.d.).

6. Discussions

Through the results obtained it can be understood that the changes in the migration policy are in line with the issues faced by the Australian economy (Hawthorne, 2016). The main purpose of the migration policy is to effectively manage the growing population of the economy and fill the skill shortages issue faced by the employers in the existing organizations in Australia. The changes in the migration program and setting of eligibility criteria will help in filtering the migrants to the economy. The filtered migrants will benefit from the economy by utilizing opportunity and their high skills and innovation will surely leave an economic dividend for the economy. The migration program will surely increase permanent migration to the country and increased its economic growth. Therefore, through the analysis of the literature review it can be understood that migration program has huge potential for the economic growth of Australia.

7. Conclusion

From the above analysis it can be easily understood that the made amendments in the migration program of Northern Territory Australia will definitely help in the current issues of every increasing population growth, increased proportion of old age population and skill shortages among the existing labour in the economy. The setting of eligibility criteria along with the removal of price ceiling in the migration will help the economy in increasing the migrants with high skills and experience in the Australian economy which will help the economy in filling the skill shortages along with helping the employers in fitting the changing requirement of hobs in the globalized economy. According to the results achieved from the analysis done it can be easily evaluated that the amendments in the migration policy will help the economy in leading to culturally rich society and will also help the economy in achieving a sustained per capita growth of the Australian economy.

The findings of current researcher will help the reader in understanding the purpose of the changes in the migration policy along with helping the future researchers in evaluating the quantitative impact of migration program on the economic growth of Australia.
