Introduction to Human Resource Governance

The study is going to assess the health industry targeting a hospital, which is Vincent's hospital. The aim behind providing the literature is to discuss the evidence-based knowledge about how the performance within the health sector is affected and what factors are present which reflect the better or poor performance of the hospital. Further, in the literature, the assessment over the emergency department of Vincent's hospital will take place, including the management of human resources and their impact on the overall performance of the organization. Like all other industries, the health industry has also been facing a lot in inadequate staff retention, insufficient training and development of employees, and improper management of patients. Collectively all these make a severe problem for the overall performance of the hospital. This review aims to study factors, including human resource management practices impacting the performance of Vincent's hospital and the general health industry.

The Problem of The Emergency Department in St Vincent's Hospital

Performance management acquired considerable significance in the hospital. Multiple individuals are assessed based on their activities, level of action towards their goals, and consistency towards serving the health industry. Before getting into the detailed review of human resource practices and readiness to acquire change on the performance of the hospital, it is vital to discuss why performance management and assessment is essential. It is evident by Osborn and Moulds in 2014 that the effectiveness of hospital staff plays a crucial role in the progress of patients towards recovery. They mentioned that when hospital staff feels happy, motivated to work, and show the best possible performance by their side, patient care improves. Therefore, performance management is essential in the health industry to ensure that patients are given the best treatment, and their lives are being cured (Constand et al. 2014). The target of this review is on the problem faced by staff in case of poor performance in the emergency department. Various authors review the performance in the ED of St Vincent's hospital, and most of them witnessed its effectiveness to much extent. But some factors may count in while assessing the performance in the emergency department within a hospital. The problem in the emergency department of St Vincent's hospital arises when the wait time increases. This issue occurs when the provision of health care in the ED of the hospital is delayed. Consequently, the quality of health care decreases and adverse outcomes for patients may arise who are already in the condition of facing life threats ( Amaral et al. 2014).

When it comes to performance management in any organization, many measures dig in to ensure that every problem is fixed within a particular time limit. As the target of this review is the health industry, the performances of every individual in a hospital matter a lot, particularly the staff. Therefore, human resource management is yet another challenge faced by hospitals, including St Vincent's hospital too (Kaplan et al. 2013). Some human resource problems present in the healthcare sector have a significant impact on the overall performance of hospitals. Lack of satisfaction in staff, understaffing, poor communication skills, lack of motivation and working spirit, high rate of turn over and absenteeism are all the problems faced by hospitals that directly impact the performance of staff and general hospital (Stanton et al. 2014). In St Vincent's hospital, the emergency department, which is the major trauma center, is reported to have some problems regarding staff management.

Mariah and Basrih reviewed the challenges regarding human resource management affecting the performance within hospitals in 2013. According to them, keeping the health care staff that is skilled and educated employed is very important, and this issue comes under staff retention. St Vincent's hospital is also reported that the management of the hospital is failing to manage the turnover rate they are facing. Additionally, when the employees leave, their duties are passed on to other staff members who are not experienced in particular work. This factor creates issues as no such process of training and development is present in the hospital. This factor, as a result, slows down the performance of employees, which has a direct impact on patient care (Bode et al. 2015). This review is focused on the effects of human resource management issues on the performance of organizations belonging to the health industry. Therefore, Roberts and Gallagher, in 2019, argued about the importance of staff well-being in the health industry. They elaborated that the well-being of the workforce can be managed if the sources of stress and dissatisfaction among them will be addressed. It is evident that when the staff within any organization is happy and motivated towards work, the performance of the place gets better consequently. Particularly in the health industry, the happiness and well-being of hospital staff is the assurance of patients' rate of recovery (Crawford et al. 2015).

As per the research problem, it is elaborated that current world conditions are playings a considerable role in threats for many businesses around the world. The core of discussion here is the current COVID19 state which has been life-threatening for many people and industries. As far as the health industry is concerned, it is clear that it is on the top of all sectors facing issues due to this situation. Therefore, the problem stated that how the hospitals and significantly St Vincent's hospital, will acquire the change management strategies to deal with such a case effectively. This is yet a challenge for the entire health industry but can is manageable. According to Smith, Thomas, and Snoswell, in 2020, the change management strategies of hospitals are an essential factor in analyzing the overall performance of the health industry. They added that when it comes to manage and acquire change within the workplace, a lot of factors are considered, including leadership, culture, decision-making, etc., and all these factors are positively affected on the overall performance of the organization. It is evident that in the critical time of Covid19, the hospitals are on the peak of danger, and they needed a proper curriculum to implement suitable change to carry on their operations well ( Zheng et al. 2020). For this, like other hospitals around the world, St Vincent's hospital also looked forward to changing management strategies, which could help to improve their performance. First of all, the training and development of employees in the hospital was the factor that needed to be implemented. Thus this change is necessary for all the hospitals including St Vincent's. This is the change that has to be managed; otherwise, the employee's performance will not increase. The staff members in the hospitals currently need training to perform well and see the patients keeping all the SOPs in mind.

Moreover, it is reported that the job satisfaction of many staff members in St Vincent's hospital is decreased because they were not allotted with the leave-in critical days of Covid19. The researchers added that employees in the hospital show very little progress, which is now affecting the overall performance of the hospital (Chopra et al. 2020). This is just a case of St Vincent's hospital, there are many hospitals in the world, and most probably, this problem was faced by most of them.

Now the question is, what is the factor which can help to improve the performance of an organization on the whole. The answer to this question can be given in the light of the article provided by Tyagi and Singh in 2017 that the performance of the health industry can be increased if proper training is provided to the staff of hospitals. They elaborated that there should be an appropriate system of development and well-being of the team to perform their duty well and treat the patients with care and love. Moreover, the reward system in hospitals would also be a good idea to make sure that they perform well. Also, making the staff members understand their roles would also be a good strategy towards better performance of the hospital on the whole
