Contracts are an integral part of any given project whether it is the construction of a bridge or production of a vaccine. Traditionally the contracts were used as a method to escape, however, in recent years the contracts are stricter and impose a great problem for the party that is not able to keep up their part of the deal (Hughes, Champion, & Murdoch, 2015). As the contract is a legally binding agreement which takes place between the buyer and the seller, however, in the case of health system the buyer is generally the government or the health care system and the seller is a private sector organization or a government-owned corporation (Konduri et al. 2017).

The role of contractors is very important in the case of production vaccines, to help the contractors to reach their goal every government body including FDA works together for a better future. For this particular scenario, the following contractors will be required.

A different entity that manufactures, active pharmaceutical ingredient intermediates or API’s or a formulated product

A second- party manufacturer

It is the art of the same organization however it is not in the same location as the parent organization.

A Laboratory which can help to carry out different tests on released sample and stability samples (Zhang, Y., Donohue, K., & Cui, 2016)

This particular supplier will help to formulate the drug product

Raw Material Supplier

This particular supplier will help the organization to collect raw materials which will help the organization to create the vaccine.

As the operations are in the initial stage it is very hard to identify whether the organization will use a government-owned and contractor-operated facility or a completely contractor-owned contractor-operated facility. 

Risks

Multiple risks are associated with the production of the vaccine. It has been identified that the vaccine is created using an agent that has the same chemical composition as that of the disease. To create these vaccines the microorganisms are either killed or weakened. In this particular case, multiple pathogens are considered for the study, even if a small event of pathogen escapes it can turn out to become a deadly virus (Rincon, 2020). In addition to this, the cost incurred to prepare a vaccine can become very high and there are chances that the vaccine does not even make a successful impact on the market.

Mitigation

The organization should enhance its monitoring practices, and analyze all the types of equipment that are being used for experimentation purposes. Also, the pathogens should be stored carefully so that the vessel in which they are stored is not damaged. However, in case a deadly pathogen can escape, then the owner or the one leading the study should be consulted. If the organization does not want to incur losses, it should try to enhance its data collection methods as well as increase efficiency in analyzing the data. Also, the government should provide the organization with some subsidy that will motive the organization to work on the vaccine.
