Emergency Response Planning

How can an organization safety management system prepare the organization to prepare for the covid 19 crisis within the organization

The airlines must make sure that the risk management is applied regarding any changes which are brought into the new health and occupational safety requirements that have the capability to affect the generated operational processes products, equipment, procedures, and services. IATA’s Safety Audit for Ground Operations (ISAGO) program provides the airlines with various benefits when it is used as a part of monitoring of the ground operations safety. ISAGO is considered as the only program which requires a ground service provider for the safety management system which is significant for an airline. The SMS consists of different elements, one of which is the Airport Safety Committee, which must consist of different divisions, airlines, aircraft catering companies, refuelling companies, emergency response services and many more. The SMS further consists of Aerodrome Safety Management System; SMS Development which has four elements, Plan, DO, Check and Review. These include, understanding the existing legislative industry practice and requirement, be ready be contingent plans, proper training and testing, checking the competency of the fresher, Infrastructure and equipment checks to be carried out properly, and many more. The managers and employees are responsible for carrying out the SMS development plans, and its proper implementation will result in suitable and adequate management and delivery system both to the customers as well the airline companies.

The Safety Management System in the organisation can help prepare for the COvid-19 situation. Sharing and exchanging information and considering the lessons which have been learnt proves to be a successful plan in overcoming the crisis. Co-operation, Collaboration and Communication are effective tools to overcome a crisis for the Aviation industry,. The CAAs need to monitor their resources as well as assess their capacity to be able to maintain their safety overnight obligations as it changes through the different stages of the pandemic. Accroding to the SMS, the first step is to plan for restructuring the beginning of operations of the airlines with proper instructions. Step 2 is to ‘Do’ which involves determining the various risks associated with aviation safety for the specific state. The third step is to check and act, which includes identifying the various indicators for monitoring Covid-19, monitoring occurrences, trends, exemptions and effectiveness. Step 4 is to repeat the PDCA cycle, as the risks will continuously change and the initial plans and actions may have to be changed accordingly.

Critically evaluate Boeings response to the B737 MAX crisis and the impact to the reputation and legitimacy of the organization as well as the strategic steps taken by Boeing in their attempt to contain the crisis.

When two planes of Boeing named 737 Max crashed, it left people confused, anxious as well as unconvinced about the apologies done by the company for its mistakes. The company although tried to restore the trust of the public, it was unsuccessful. The two crashes almost killed 350 people and these two crashes took place within five months. A video was uploaded by its CEO, Denis Muilenberg, which stated that it was the company’s fault. However, the slow response by the company made people more doubtful about the crashes, and increased their mistrust towards Boeing. All their strategic steps were backfiring on them. Their initial strategic step was, “the less said, the better.” However, this step was unsuccessful, as the media found various statements and meetings and messages which went against the company’s statements.

After Boeing claimed that there was no technical gap in the design of the plane, there were various messages seen which contradicted the statements. Further, the CEO stated that the pilots in the Ethiopian Airlines did not follow the manufacturer’s procedures related to emergency. This strategy by the CEO also turned futile to regain the trust of the public. The strategy which the company was trying to implement here was focussing on the pilots as human mistakes are acceptable and m=not technical, but this did not work out.

Paraphrasing:

The process of Emergency Response Planning (ERP) is a significant one. Aviation accidents take place very rarely and when they take place, various steps and methods have to be kept in mind. However, there are different entities that do not have proper emergency response planning in place to avoid any accidents. An ERP provides information regarding the steps to be taken after an accident and figuring out who is behind the accident. Different aviation service providers can also be responsible for the aviation accidents. Thus, in such moments an ERP is required to address the safety risk management systems due to various factors such as pandemic, health and many more. Effective Planning is required for the successful completion of the responses being received. The various purposes of the emergency plan include allocation of emergency consultant, documenting, assigning the various duties, co-ordinating the tasks, continuing significant operations. For the effective running of the ERP, it should be proper, easily accessible, daily checked for any issues, regularly updated.

An ERP has various content in it such as, Governing Policies, where it must provide ways for responding to the accidents and emergencies. Organisation, where it must designate, design, clarify, set up, as well as establish the roles and responsibilities of the people involves in reviewing the emergency or accident. The plan generated must specify the names of the people to be involved in the team. An initial response team has to be created, along with additional assistance to help prepare for the organisation’s ERP. An Emergency Management Center may be created to decide the ways in which the requirement are to be met. The State Investiigations Team is required to be provided with all the details of the accident or emergency, along with the organisation’s logs of various actions. When in a major accident, people from higher jurisdictions need to be called to investigate the scene, and provide clarifications regarding different aspects such as, number of surviving people, security, looking after the needs of the victims and family, and many more. The news and media channels also need to be informed and kept updated, for which proper information is required. The people investigating the c=scene must be provided with proper guidance. An entire brief and recird need to be carried out by the required personnel through proper direction.

All the people involved in the accident or emergency procedure are sure to go through a difficult time and face various issues, where checklists are significant. These checklists need to be regularly updated. However for an ERP, proper training is required so that no problems occur while the investigation is occurring.
