Executive Summary

The proposed solution for flood of sewage into the River Thames located in London is a case study about the Thames Tideway Tunnel. The tunnel is 24 long and covers a distance of 7.2m while being 65m above the ground. The project will help in gathering sewage that is reason behind contamination of River Thames. Therefore, it will enhance the organization of sewage and water over the Thames Valley and London so as to adopt present as well as future requests.

Introduction

Public private partnership (PPPs) are defined as the long term contracts that help in utilizing various public infrastructural projects. According to the definition by Grimsey and Lewi (2004), the PPPs are considered to be arrangements where private parties take over to delivery infrastructure and thus such projects take form of agreements for providing public infrastructure bases services for private parties. An example of PPPs is represented by the Thames Tideway Tunnel where new company will take over the ownership of the tunnel named as Thames Tideway Tunnel Ltd. Further, it is owned by one of the infrastructure provider named as the Bazalgette Tunnel. Bazalgette Tunnel Ltd. will pay for the operations, building and the keeping up of the super sewer. The government will give the money for certification to the project if in case there is an occurrence of risks and costs (Bell, 2018).

1-Demand for the projectLondon has a combined sewer system, which implies that both the storm runoff and the waste water goes together into the same sewers. This becomes a reason for problem in the situation of a rainstorm. In addition to this, all the water of sewer goes into the Thames making it polluted with dirty water especially when sewer fills up during heavy rain (Tideway, n.d.).
In the 19th century, engineers designed the sewers to overflow 12 times in a year. But due to increase in level of pollution in London, this number has increased. Thames is currently polluted by 57 combine sewer overflow (CSO) sites and leading to breach of the EU Urban Waste water Directive.

2- Projects impact on the society and environment - The project will be capable of diverting the sewage that is contaminating waterways. THIS WILL MAKE Water cleaner for natural life and users (Thames Tideway Tunnel / Thames water, 2018).
But the project will have an effect on following sites

  • Vibration and noise due to construction of underground tunnel.
  • Traffic because of movement of vehicles during course of construction, but will be reduced by planning for alternative rites that will be used to move construction vehicles.
  • Loss of underground water level because the project will use shafts, tunnel and other structure.

The project has been subjected to controversies where two protests have raised. One is the local complaint due to effects of construction and the other is the resistance to whole of the venture. 11 sites of Thames will be a part of the 24 sites used in projects (Riverthames, 2019).

But various people who are dependent on the river have also welcomed the project. This is because the project will secure Thames for them and their future generations (Thames Tideway Tunnel/ Thames Water, 2018).

3- Triple Bottom Line SustainableOne of the biggest worldwide challenges is the sustainable development. Sustainability is considered to be significant in public procurement that are seen by various international policies and EU approaches (Hueskes, Verhoest amp Block, 2017).
The project will make Thames cleaner by intercepting sewage from entering Thames. The one who will utilize the river will get benefit of aesthetic advantage and gigantic wellbeing. This will also promote healthy environment for wildlife. The tides of Thames have helped in preserving various varieties of fishes throughout their life cycles (Thames Tideway Tunnel/ Thames Water, 2018).
The total task cost is 4.2 billion euro. Water and sewage bills will be used to pay by the Thames Water clients who can anticipate a rise in it to 80 euro every year by 2020 (ITV, 2019). This will also help in promoting various business ventures that are linked to the Thames River and will also improve Londons reputation for being traveler goal and business center. It will also promote job opportunities while focusing on local laborers.
Expanded open door for recreational utilization of river will improve personal satisfaction for all (Global Infrastructure Hub, 2018). New office spaces will be made and the residents as well as guests will be benefitted more than what they are receiving currently (Tideway/ Reconnecting London with the River Thames, 2018).


4- Project Execution improvementThere are several engineering challenges because of the complexity involved in the project that includes high water pressures, ground variable conditions, 120 year design life for sewage environment, outdoor treatment and mechanical ventilation. But the following achievement till date can be summarized

  • Meet scheme objectives and reduce length by 7km
  • Innovative hydraulic design will reduce number of sites from 35 to 24
  • Leadership team encouragement of right culture all across the project will make innovation rewarded and valued.

PPPs are gaining importance in various countries whether in social or economic infrastructure in countries where government is not able to provide budget to support public infrastructure. The need for consolidating sustainability criteria conveyed through PPPs. Thames Tideway Tunnel can be considered as the best example of PPP project. The corporation between government and private sector can help in project taking into triple bottom line sustainability (Social/ Environment/ Finance).
