Measuring Health Care System Performance

The healthcare system of Philippines is a fairly good system with regard to international standards. The lower cost of living in the picturesque climate is not the only reason why people choose to live in the tropical country. Its superior quality healthcare in affordable prices is also one of the major reasons. Around 40 percent of the hospitals in Philippines are public which utilizes the technology and resources available to provide aid. In 1979, The Primary Health Approach (PHA) was launched that encouraged participatory management of the local health care system. The Philippines has a Universal Health Coverage System in place that is called PhilHealth and it was started in 1995 that makes high quality health care facilities available for its citizens. There are 1,071 licensed private hospitals and 721 public hospitals (Picazo et al 2015)

The government of Philippines has allocated almost $3.2 billion to its health sector out of which the budget allocated $150 million is allocated to National Immunization Program. $810 million of the budget is allocated to the Health Facilities Operations Program, $370 million for the purchase of drugs, medicines, and vaccines for distribution to various government health facilities (Quimbo 2013). This allocation of funds by the department of health in areas of public health sector is increasing steadily and shows how it will help in building adequate medical infrastructure nationwide. The scarcity of employed health personnel’s will also be addressed. One of the major problems is the presence of brain drain where more and more educated professionals are going to areas of better opportunities the country has approximately just one physician per 33,000 residents.
